The 13-acre “Flatz 28” complex is ultimately part of a 554-acre mixed-use development called Legacy Crossing that consists of 1,350 single-family homesites and 127 acres of commercial and retail. It is located at the southeast corner of State Highway 71 and Highway 281. That’s across the highway from the 240-acre Gregg Ranch, which is being developed by Arizona-based Harvard Investments Inc. and is expected to include about 1,000 homes.
