A new study from the Labor Center at the University of California, Berkeley, suggests many construction workers in Texas are underpaid. But the head of a contractors organization says the reality on the ground is different, noting the scarcity of labor is driving up wages: “You can’t even get a driver to drive supplies for under $30 an hour.”
