Conducted by global management consulting firm McKinsey & Co., the recently completed analysis included feedback from participants going through the process as well as more than 150 employees working in the 11 city departments involved in the process. McKinsey deemed those departments “more compliance-oriented than customer-focused,” and found only 1% of respondents were satisfied with the process.
